Joe Milton is the owner of Joes' in the city of Cold Harbor. He was also Terra's contact, as part of her consuling, who is suppose to help her get settled into the city.


Joe Milton served in the New Continental Army, though he proved more of an entertainer then soldier, before settling down in Cold Harbor where he founded Joes'. Though not supporting the Unity Party he still opted to become involved in their Helpline, after recieving a call from his neice at Harvard. Terra is one of two persons he is currently helping with in the program. He was mostly selected due to his proximaty, military training, and the fact that a good many others were fearful to become involved in her case.

Book TwoEdit

Joe Milton is the friendly owner of Joes' which Terra takes Alexandra, and Hiro to after encountering them, and missing the voters rally. He serves the group their orders, and complements Terra at finding friends. Though, when the conversation seems to be leading in an ill direction he goes around back to get the case containing the untested tranquilizing agent. Thankfully he did not need to use it, and thus returned the case to the back as Alexandra spotted him. He remains absent from the narrative, until the shadow invasion in which in transforms his store into a safe house. Due to his efforts many are latter picked up, and saved by the group. This is the last we see of Joe Milton.


He seems to be a very happy, enthusiatic fellow with a deep case of nostalgia. He'd like to see an America much like he precieves it's golden age to have been like to arise from the ashes of the Order. Thus he follows the proverb, "Be the change you'd like to see in the world." He doesn't ridicule people for being Metahuman. Instead he judges people by the merit of their character.


Joe supports the Whig's standing on Economics, being a small buisness owner, though not socially. He does not agree with them on the subject of Free Lawmen, or Social Libertarianism. However he also is very much against the Unity Party's standing on a Genetic Database, and Controled integration. As such he has voted Whig this year, seeing it as the more American party, though as he might say, "Who wants to talk politics, there's a whole mess of trouble out there with out us fighting over whose gonna fix them."
